NBU Instruction No. 148.
According to paragraph 3 of chapter 1 of this Instruction:
the currency of Ukraine and foreign currency in the form of coins that are in circulation and are legal tender on the territory of the respective state, and coins withdrawn from circulation or being withdrawn from it, but subject to exchange for banknotes in circulation (except for coins belonging to banking metals), refer to cash;
coins made from precious metals with fineness for domestic coins not lower than for gold - 995, for silver - 999, for platinum and palladium - 999.5 and in foreign coins from precious metals with fineness not lower than for gold - 900, for silver - 925, for platinum and palladium - 999, belong to banking metals.

In accordance with paragraphs 1, 2, 4 of Chapter 2 of Instruction No. 148, an individual (resident and non-resident) has the right to export cash outside Ukraine in an amount not exceeding the equivalent of 10,000 euros without a written declaration to the customs authority.

Rare coins (domestic and foreign coins made of precious and non-precious metals, made 50 or more years ago), having artistic, historical, ethnographic and scientific significance and subject to preservation, reproduction and protection in accordance with the legislation of Ukraine, are classified as cultural values ​​in accordance with the definitions given in Art. 1 of Law No. 1068. Article 13 of this Law establishes that the basis for the passage of cultural property outside the customs territory of Ukraine is a certificate for the right to export (temporary export) of cultural property, which is issued by the Ministry of Culture of Ukraine. Export of cultural property without this certificate is prohibited.
