How about communication, internet and excursions?

Wife is traveling to this hotel with kids (5 and 12), I have a few questions. How is the connection. In the sense of calling to Russia. Or buy a local SIM card, or call on a card phone? Is there an internet cafe? How about excursions (not from a tour operator)? Thanks.
