Something like this: turtleneck (cotton or something similar) + jumper (woolen or some other) + trousers + scarf (or 2 - several layers). That is, the clothes are multi-layered and made of fairly dense fabrics. I would be able to walk down the street at +15. At the same time, not a drop of sweat was noticed on the face or on the clothes. Maybe they have a special heat exchange?

I do not think that a bunch of "cabbage" clothes on Arab women work the same way as Uzbek robes. Probably, the whole point is who was born where and genetically adopted the features of heat transfer from their ancestors.
