beaches in Bulgaria are state-owned, leased for concession for a different number of years - the concessionaire has the right to force 75% of the beach with umbrellas and sun loungers, and leave 25% free. Of course, everyone leaves the most uninteresting part of the beach for free use, but if you worry, you can take a seat with your towel and umbrella.
