strange... from personal experience...
1) by early booking in August I took a tour for January to Europe, in September there were excellent prices for Mexico for December .... I changed the tours without any monetary loss. (2 years ago)
2) last year we booked Egypt in July for the end of August (2 pairs of adults) friends didn’t manage to fly .... they reported this 2 weeks before departure, the cost of the tour was returned to them in full
3) just yesterday I was in the TA in which I am served, another client decided 5 days before departure (Tunisia) to change the hotel .... after an urgent call from the TA to the TO, they rebooked without any fines.

No problem... I've been friends with my TA for more than 10 years.... he's been in the travel business for over 20 years... he cares about the client.... I respect him for always being on the client's side.I will drop contacts and info in a personal.

As for the "crisis" in the tourism industry, I disagree. Compared to 2014-2015, there are much more tourists. Just look at the number of seasonal charters from Ukrainian airports. Growth at least 25-30%. If in 2014 there were less than 20 flights per day, then at 15-16 - about 30 flights, in the summer of 2017 - about 40.
And again the attitude of travel agencies towards tourists has changed for the worse. There is a clear pattern here - when there are few tourists, they lick and chase after each client.

Do not build illusions on this issue, where rich tour operators feed, petitions will not help, in Ukrainian legislation there is no legislative norm for determining the voting results of ordinary people, even if a referendum is officially held throughout the country. Unlike us, Russia is a very large country and competition among TOs is high, and the government has long had these initiatives to regulate tourism. Another example, if anyone remembers that before 2014 the cost without duty of a parcel-purchase from abroad was 300 euros, after the coming of this government 150 euros thanks to the owners of the Allo Citrus Rosettes .... who lobbied $$$ for their interests.
