The operator is under no obligation to follow any course whatsoever. Especially those who are "on the street". There is no such thing as "should count at such and such a rate" in principle. If they want to put a dollar at 10, they will put it and will be in their right.

1. Be smart and persistent when dealing with travel agents. Ask them questions - where, why and from where. If someone is hiding something or does not know, then you called or came to the place where you should buy a tour. It happens.
