I have 2 balconies and 3 osca planted with flowers. Sulfinia combined with pelargonium is something !!! Every time I hide it, sometimes they take it away, sometimes I tore it in front of their eyes so that no one gets it! In recent years, I have adapted to buy small ones so that they do not break and that they are less visible. Passes. Traveled from Germany on March 25, bought small ones, put 22 pots in black garbage bags. Nobody even paid attention. I have been growing them for a month now, they are already blooming. Once at the border, I even had to turn on my laptop and show my balconies and windows, to prove that I was for myself. Phytocontrol explained to me in such a way that I had to go to our Ministry of Agriculture and get permission to import plants with soil (naturally, they wouldn’t give me this).
So no checks, certificates will help at the border, although this is very wild. This chemistry is so developed there that there can be no pests in the soil! I sometimes bought the same plants in Kyiv, but they don’t grow and bloom like that anymore. They are already pollinated with petunias.

All balcony flowers: sulfinia, pelargonium of different varieties and colors, basically 1 euro per pot, regardless of the size of the bush. If the flowers outgrow, then on the contrary they give cheaper. Those flowers that are planted in spring on Khreshchatyk in baskets on poles are already pollinated with petunias, they are not as beautiful as I bring from Poland. Everyone walks past my house with their heads up. A neighbor downstairs (smoking) says that you can’t smoke quietly, everyone is looking at me. And he says, will you ever pay disability to someone

hatinka, there is a plant quarantine service in Boryspil. If you have a phytosanitary certificate in your hands, then the issue is resolved by calling the quarantine inspector for inspection. My friends once had a pineapple from Thailand inspected - they sawed off a bunch in the end, and let the pineapple into the country :)
I would hide the seedlings. Few people are screened upon arrival, mostly "trade" flights - the United Arab Emirates, Switzerland, China.
