I was only in Montenegro, but I want to say that the country is wonderful, I rested there for 3 years, and I plan to do it again. True, they always lived in different villas (obala luxury, harmony, wine, azzuro), but I liked obala luxury more, but the wine villa was the most terrible memory for us (no more foot there). and so, nature, sea, people, nightlife - everything is super!

Budva is more for lovers of nightlife. The beach is so-so. With impudent faces, we went to a private beach in Rafailovici, pretending that we were guests. :) But there is an old city (small).

We ate at the Obala cafe from the hotel of the same name. Cheap, plentiful and delicious. I wanted frills - we went to more expensive restaurants. And hedgehogs live there, right in the city. I personally saw two in the evening in a neighboring yard. They say they catch local snakes. By the way, I also saw snakes.

I recommend relaxing in Budva - it is most convenient to travel from there, and the rest is varied - and nightlife, and a quiet old town, and a long embankment. The beach in Budva is dirty, but there are plenty of great beaches around, and since you take a car, you can go to some other one every day.
I don’t advise Kotor - there the bay and the sea are not so clean, and the beaches as such are not the same .. all sorts of mussels are grown in the bay and so on.

I advise you to see: Kotor (walk in it), generally drive a car along the entire coast of the Bay of Kotor, go to Skadar Lake to fish, visit Ostrog (a monastery in cities), Canyons (rafting), Cetinje-Lovcen is also excellent - a lot what can be seen. I have been to all these countries and seen a lot of things. From my experience, I can advise you to go on your own to Croatia, and then drive along the entire Adriatic coast to Albania (that is, visit Bosnia, Montenegro and Albania). In this case, there is no point in booking a villa, as you will be constantly moving. How to rent a hut for the night (or several days) in these countries, I described in detail in my story (search by nickname!). There are really a lot of mountains, the sea is clean and there are a lot of attractions.
But as for a beach holiday, not everything is much worse here. The water is really colder than in Turkey or Egypt and there are very few beaches and they themselves are small (not counting the great ones in Ulcinj). So if beaches and warm sea are more important for you, then it is better to go to Egypt, Turkey, Indonesia, India, etc. countries. And if mountains are more important and you want to see Europe, walk around medieval cities, etc., then it’s better to fly to Croatia. The flight will cost about 100 euros one way per person. And it will be possible to fly back from Montenegro, so as not to return back. This way you save money and time!

Another option for a cheap beach holiday and a relatively warm sea is Albania. Much has been written about this country, including my note. You can wander around the mountains for a week, see fortresses, etc., and then go to the Ionian Sea in Albania, the resorts of Vlora and Saranda. Ionica itself is warmer than the Adriatic, and there are fewer people there and prices are much lower. The border is crossed without problems anywhere, and the Albanians themselves are quite friendly.

That is, such a flight will take a lot of time and it will be tiring. Most of our tourists travel to Albania through neighboring countries. If you have a Greek (Schengen) multivisa, then you can fly to the island of Kerkyra, and from there by ferry. There are also ferries from Italy. Some enter through Macedonia or Serbia, but then you will need to drive through the whole country through the mountains. Although such a trip also deserves attention, since there will be a lot of interesting things along the way (mountain lakes, caves, ancient cities, etc.). But if you go purely by the sea, then it is better to fly to Montenegro, and from there take a bus or taxi to Shkoder (Skadar). Well, there are already buses and taxis in all directions (from the central square). Entry to Albania from June 1 is visa-free, as well as to Montenegro, Bosnia and Croatia. So everyone is allowed in without any problems and with any passports!
