We did not live in Florence (we spent the night in Montecatini - it was 50-70 euros cheaper there). In Rome they lived in 4 *, but on the outskirts. From personal - they definitely didn’t pay, probably it was still included in the price. We also stayed overnight in Rimini - there was no tax. We lived a week in Lido di Esollo - there was also no tax. Maybe in resort towns is also included immediately in the price of the room?
