Even when they refuse a visa, they do not name the reason for the refusal.

1) Are you a citizen of Ukraine? If so, what problems can the Ukrainian authorities cause you? Sit at the airport for at least a month if you can explain to the police that you are not a bum, but just waiting for a flight to Italy
2) Do you have a visa to Italy for 1 day? Although I hear this for the first time (maybe transit tickets are given for a day, but I haven’t come across it). I think not ... It's my pleasure. I myself often fly and I know what it's like to wait for a visa. Therefore, I do everything in advance :) It's easy to calculate. But I have never flown on the day I received my visa. Therefore, the question about the need to cross the border before 12 o’clock was so strange for me.

Now there are options that the consulate is in no hurry with visas. I had a train to Kyiv this evening, there were still no passports with visas in the morning.
