Disks from Petrovka are not fantasy at all. I myself was VERY unpleasantly surprised to find data about myself in some databases (reliable, by the way). The embassy is not required to write the reason for the refusal. Slap - and sit and think, either your photo was not liked, or they doubted the salary.
My accountant will not sign such a certificate to anyone, even to his best friends and relatives. Simply because it is illegal, and because someone needs a visa, and put his seal and signature under the "linden" to him.
Banks are also not as private as we would like. And not only ours.
