You can make a payment and you will receive a confirmation by fax. the embassy accepts such options. sometimes they even accept reservations from booking without payment. once at a time is not necessary.

Which embassy did you call? I was told in Kiev in September that "we need an ORIGINAL confirmed reservation sent from the hotel, prepayment is not required." Maybe the rules have changed and now the original is not needed? That would be great news! :)
