And you are not looking at the official rate of the National Bank of Ukraine, but at the section "Currency rates in Ukraine, cash" as I wrote above. These are average values for all exchangers (real).
Add 10-15 kopecks to the distance from civilization.
I have three banks around the corner, the rate spread between them is 10 kopecks. And this is civilization :)
