Indeed, why buy a tour? Some kind of crap, but anything is possible, hotel reservations, tickets and forward, there can be no problems a priori! Go to another agency, to the third, if you want to take a tour, you will be happy! The key issue is that you move around the world with a Russian passport, and the issue of being in Greece legally is clearly not a priority for consideration in a travel agency ...;)
