From personal experience: I rested in Kemer, in the village of Tekirova in July 2014. - there were no waves at all, and in September 2015. - there were small waves, but they didn’t knock down, the wind didn’t blow. Everyone swam every day without any problems. In Side, in Kyumkoy, we rested at the end of August / beginning of September 2016: there were small waves, but they did not bring any discomfort at all. Swimming every day without problems, both adults and children. In general, my personal opinion is that a child should learn to swim in the pool under the guidance of a coach.
