If you need a safe - it is usually paid, it is more convenient to choose a hotel where the safe is in the room and not at the reception.

My friends had such a situation - they took vouchers without passports, then they provided the data to the agency. The main thing here is to be 100 percent sure that the passports will be ready. If there is a delay in issuing passports, the money will not be returned to you for the tour. I'd wait... I don't like taking risks. Or postponed the departure date to the end of August - and the weather is better and you will definitely take a ticket.

At the expense of exchanging a room - it is always solved, but you are going in August - the high season, and the hotel may be full and there may simply not be available rooms. But it all also depends on the hotel itself and the level of service, and of course, whether it is paid or not, too. But you can always get out, for example, present a bottle of vodka to the administrator or something like that. . . . . But I advise you not to give anything, but first look at the number, and only then, with a fresh mind, decide !!! we, too, after a night flight with children, upon arrival at the hotel, the rooms seemed somehow cramped,. .. we were promised to show other rooms the next day, but we had a good sleep, looked closely, and were satisfied with everything, we didn’t even go to look. . . . . I have never come across a shared air conditioner, so I won’t tell you anything here. . .
