From my own experience I will say that it is possible to enter in the passport (one of the parents) within 1 week-10 days, and the travel document can take longer. Moreover, they write it in the passport and paste the photo in the passport office, and not in the avira (at least in Sumy - this is true, but, I think, this is all over Ukraine)
