It turns out that in February they passed a law under which, when traveling to Israel, it is necessary, in addition to the notarized permission of the father (they are not divorced, a real family), to enter the child in the mother’s passport. I repeat, the child has his own passport.
As for Turkey, I don’t know, but in my opinion, apart from this permission, nothing is needed.
And for my friend, everything has shifted by a week - they are already in Israel. With all the penalties and bewilderment about the travel agent who sold the tickets, and at the same time absolutely did not say about this entry in the passport.

My position is based on the following. Primary is the norm of the civil code. Decree of the Cabinet of Ministers - a by-law. So the Civil Guard protects the rights of parents - citizens of Ukraine. He cannot protect the rights of parents who are not citizens of Ukraine.
Those. this norm protects not the child, but the rights of the parent who is not around. The Ukrainian code does not apply to Russian citizens.
