This applies to Russia and Belarus! In Ukraine, everything is the same. I once had to calm down a crying mother at the Boryspil airport, who was not allowed to fly, who was not informed about these requirements and she could not get through to TA. Once, Ukrainian border guards even clung to a Belarusian mother, but everything turned out well (just not everyone is aware of the new regulations).
