Phuket and Pattaya are generally different options for recreation - who has what goals, but if the goal is the sea, then you are definitely not in Pattaya. Look towards Krabi. Pattaya, of course, is well cheaper in all respects, and you probably need to go there once to relax in order to understand the difference, but I definitely don’t recommend going there after visiting Phuket.

Pattaya is a dump. Go to Samet, there is a purely family vacation and a beautiful sea. Or on Koh Samui, an hour of flying and you are there! It's great there!
