Phuket can not be considered - rains and big waves are provided. But in the Gulf of Thailand the weather is normal all year round. This is Pattaya, Koh Samui, and Koh Chang. Depending on what kind of vacation you need: beach or sightseeing.

I would recommend doing a combo tour now. 7 days Pattaya to visit excursions, 2 days Samet, 4 days Chang. Or do not go to Samet, but for 6 days to Chang, if you need a beach holiday. The hotel where we constantly go to rest can be seen at this link
