From Pattaya, we only ferried to Koh Lan - in my opinion, this is the most famous island there, there is a ferry going there + you still need to go by tuk-tuk (sorry, I don’t remember the prices) from the pier to the beach. I think you can get there in an hour. Decide for yourself whether you want to make this way to the beach every day. As far as I remember, the beach itself is free, but the sun loungers - yes, they cost money. There are cafe-bars there too, but I don’t know the prices - they weren’t.
The option of a trip to the island is, as you understand, for the whole day, you yourself are unlikely to want to make such a journey to go to your hotel for lunch :)
The sea on this island is really good, but to be honest, I can’t say that I was wildly delighted with it. Although, compared to Pattaya, you can at least swim there)) Answering your question about the sea in Pattaya, I can advise you to compare it with any body of water near large cities - dirty, muddy, it’s really dumb to swim in it ... In addition, imagine that the whole of Pattaya bathes in almost one place - the island of Ko Lan :) There can be no talk of any silence, purity. Boats, speedboats come and unload those who want to swim. And it's good if it's NOT Chinese. But such luck is rare...
My opinion is that you can go to Pattaya for only two purposes - entertainment (including of a sexual nature) and excursions. There are some objects that are convenient to visit from there. If the goal is the sea, and there is not enough money, then it is better to find a good bungalow "three rubles" on the very shore on Koh Samui, Koh Phangan or Phuket, Lanta and develop an inexpensive route from Bangkok.

From hotels I can advise Samet Cabana Resort (very quiet place, bungalows on the seashore, about 2500 per room), or Silver Sand (our friends lived there, the room costs around 1500). I regret that we only went there for 1 night... Don't repeat our mistakes;)
