A lot of hotels in Pattaya are located across the road from the beach. This is a feature of the city. The exceptions are a place just south of the center - expensive Royal Cliff is located there, as well as quite budget (but high-rise!) Adriatic, Pattaya Park and Cozy Beach.
High-rise hotels have another advantage - a gorgeous view of the ocean from a balcony of some 15-20th floor. =)))
Natural Park is a good hotel! I don't think the hotel will be noisy because of the road. But walking to the beach across the road is not very convenient. It is a fact! And still far from the center. If you are going to have fun in the center at night, then get ready to pay a tangible amount for taxis ("tuk-tuks") for your vacation.
