I was in Pattaya Park in November 2009, I liked everything. Just matches your needs. Good rooms, the hotel has everything, shops, massage parlor, etc. The sea is nearby, somewhere 80 m. And by the way, it is clean, there is a free beach. It is not far from the tuk-tuk, it is about 4 km to the center, it takes 5-7 minutes to go.
