Как бывший работник службы судебных приставов отвечаю: сумма любая, даже 1р., все зависит от умственных способностей пристава, есть личности, которые направляют бумагу пограничникам и на совсем мелкие суммы, отмена процедура долгая и сложная, то что вы оплатили, еще не значит, что вас пустят (если был запрет) порганцам пофигу, что у вас на руках квитанция об уплате долга, им нужна бумага от пристава причем не с вами, а им в ведомство по почте. Всем, у кого есть долги советую выяснить в службе ССП о наличии запрета на выезд. Закон не ограничивает этих сумашедших госслужащих по сумме.
