I want to buy a tour to Vietnam, I am a NON-CITIZEN of Latvia, do I need to apply for a visa to Vietnam in advance? or can you arrange it upon arrival by sending a simple application form earlier? All travel agencies have different information, someone says you need to issue it in advance so that there are no problems, someone doesn’t need it, they don’t give information by phone at the consulate.
