I have not heard of such cases. Now, if a professional video camera such as TV journalists is carried, then they might ask something else.
and ordinary DSLRs and 2 phones do not bother them

At the airport, people pour a full basket of equipment for scanning, no problem. I can be wrong, but it seems that the questions begin with the cost of the equipment at 10.000 euros.

Yes, purchases up to 10,000 euros can be carried by plane.
Another thing is if you bring 10 new identical phones for 1 thousand euros, then there will definitely be problems, since it will not be possible to prove the absence of commercial interest.
Good luck!

My husband and I take 4 mobile phones: 2 for international calls, 2 with our SIM cards, plus 2 tablets, a photo and video camera. There were never any questions. The concept of an expensive camera is very conditional: maybe for 200 USD for someone expensive, and for some for 2000 average. In any case, if your number of equipment is within reason, no questions arise, and even more so if the equipment is far from new.

well, if you don’t transport it with boxes.

I have questions arise only on tripod! especially if it is in a thin case on the shoulder. ask - WHAT IS IT?!
and all.
laptops and tablets just ask if there is or not. to scan separately on the tape
I drive photographic equipment never asked anything. and 2 phones sometimes + tablet.
once in India, a lot of Americans with a whole bag of professional photographic equipment passed in front of them - they didn’t say anything at all

The website of the Ministry of Revenue published a list of electronics, which, according to Ukrainian laws, are considered personal belongings of a traveling citizen of Ukraine. That is, a list of things that Ukrainians can transport across the border without drawing up documents and without paying customs duties.
A complete list of such things is given in Article 370 of the Customs Code.
The following equipment is not subject to fees and is not issued at the border:
- one camera, with a reasonable amount of film and additional devices;
- one film or video camera with a reasonable amount of film and additional devices;
- no more than two mobile phones;
- no more than two laptops, with peripherals and additional equipment (for example, charging);
- no more than three flash cards;
- no more than two calculators;
- no more than two e-books;
- one portable radio receiver;
- one portable projector and accessories to it.
The legislation also allows one portable TV and even one typewriter to be transported across the border without paying taxes.

Thanks everyone. I dreamed of taking two "portable TVs" :-) and now I will take only one.
In fact, I was interested in the formal side of the issue. Now it is clear.

Everything that xeops wrote is about imports to and from Ukraine. If some countries introduce their own import rules into their territory, then you need to look at the import / export rules of the countries you visit!
