In court, legal costs and moral damages for a failed vacation will be added to the cost of the tour. With other options, they are still threatened with deprivation of a license. You may have problems if something is missing from your documents (contract, receipts for payment) or Calypso simply does not have money (bankrupt).

This is quite enough to unilaterally refuse the tour. Write an application addressed to the General Director of Calypso with the requirements to return the money in the FULL amount that you pay.
