But this is not a refugee, a refugee assumes that the host state will assume social responsibility for you - benefits, etc., no one wants to do this, only in extreme cases. Yes, and it was relatively easy to get to Portugal BEFORE the crisis, now the situation is completely different, salaries are very low, benefits are being cut, etc.
