You can walk... But the trick is that there is no sidewalk, and it's just uncomfortable to walk. The traffic is heavy and the road is narrow. Judging by the reviews and stories, and the bus stop is far from the airport. Maybe still consider the option of a taxi directly to the place of residence? Or arrange a transfer with the owners of the apartments (hotels). In absolute terms, this is, of course, more expensive, but given the time and labor costs, it may be more profitable :)

The bus station in Tivat is large (by Montenegrin standards), there is a cafe and a toilet. And another supermarket, if you look from the facade.
At the station, immediately go to the person at the table and ask for "bus for Kotor". And don't forget to grab a free card!

The truth is that taking a taxi at the airport is the last thing, only if the money is not at all a pity. Still, there is a big difference - 10 euros to pay for a bus or 50 for a taxi!
Bus service in Montenegro is well developed, there is also a railway from Belgrade to Bar. Just keep in mind that the schedule is very approximate, and being late by 5-10 minutes is in the order of things.
By the way, there are many people on the highway who want to give a ride at the price of a bus.

So they arrived from Montenegro. At the exit from the airport "under the white hands" were taken away by taxi drivers. To my resolute "Ready to pay to Kotor ONLY 10 euros" we were entrusted to a young man who drove the same for 10. All the way he begged me to add 5. I was adamant.
Where did I get this amount from? I asked at passport control in line with compatriots.
When we returned to the airport from Herceg Novi (this time - only a transfer, the suitcases were breaking), we passed Tivat. And I saw the destinations to the bus station. Really big, recognizable building. And, light, they could well have reached, although not a very convenient road. But this is next time.

Hello, how do you get out of the airport and to the left - along the constantly filled road. In my opinion, go on the left side, on the same side is the bus station, a huge building (compared to nearby houses). It's not close, but in principle, it's not a problem to walk. It is more difficult if the luggage is large.
