1. I traveled by car from Kyiv to Europe 4 times to different countries, dashed off a total of more than 20 thousand km. In addition, I have already rented a car in Montenegro 2 times, in Denmark and Cyprus, I will soon fly to Greece.
I have an old laminated license and an IDL (International Driving Permit) (here in this video I talk about it: https://www.youtube.com/watch?v=ufYpiI-BVqU). In almost all European countries, the old Ukrainian laminated rights are enough for driving your own car and for renting a car. Exceptions are possible in Italy and France (when renting a car, an IDL is often required). Moreover, the new plastic rights are not an IDP. IDP must be with a gray book.

Regarding the "divorce" and the IDP. No, this is not a divorce. I have been using it for over 4 years now. There was one for 3 years, recently made a new one for 5 years. It's just that the name of this document is not quite right. In fact, this is a licensed translation of a driver's license into 12 languages, with additional information about the color of the eyes, the height of the driver. For most European countries, this is not necessary. But in the east and in the countries of Southeast Asia (in Dubai, for example), without this "gray booklet" in the rental office, they simply will not give you a car, even if you pre-paid via the Internet.
Now you can already get a similar IDL officially at the service centers of the Ministry of Internal Affairs. They do it in half an hour, it costs a penny. And it also does not work without the main driver's license. But the quality is worse than American IDPs. In Dubai they say they are accepted, but in Sri Lanka you will have to get a local permit.
As for plastic, it is essentially no different from laminated rights, it does not provide any advantages.

I changed Ukrainian rights to Polish ones (plastic). I asked the Poles about the IDP (because a colleague from Russia has an IDP), but they have no idea what it is. They drive with their Polish rights all over the world without additional books without any problems. Therefore, I think IDPs are required by those countries that "stream" Ukrainian (and Russian) rights, but in principle they are not needed for citizens of other countries.

Only IDP (gray little book on several pages). In Sri Lanka, the IDP that I talked about above (like mine) works.
