Montenegro is not big, approximately like the Crimea, only transport goes better there. From the usual bus station, you can go (almost) anywhere, on a regular bus. Didn't go diving, can't tell. And at the expense of sights, probably even so to Budva, since it is quite beautiful there (Old Town), and because it is easier to go from there in different directions.
