The beach in Petrovac is not big. For a relaxing holiday, Rafailovichi is good. But in the evening, except for restaurants and 2 bars, there is nowhere to go. In Becici, all the villas are across the highway. Some of them are high, some are right on the road. It's like in a village.
There is no better resort than Budva. There are several beaches there. There are villas in quiet areas. There are places to go out in the evening. Supermarkets, market, old town. It's good there.

For peace and tranquility, I would choose Buljarica beach and the village of the same name. It is quite small, but the beach is big. But TA does not sell housing there, and there are not many of them. Minus-little catering, shops, and entertainment (discotheques, clubs)-no. Without a car, it is probably not very comfortable, since there is probably not much public transport. Plus, cheaper housing and food on the market, the beach is not crowded and clean.
By the way, Petrovac is just close. And Petrovac himself is not bad. But the city beach is very crowded, neighboring Lucica is the same. But it is much cleaner and calmer than in Budva ;-)

Be careful - the name Sveti Stefan is used not only for the island, but also for all the settlements that surround it (including high on the mountain). No matter how you have to do mountain climbing every day or rent a car !!! I offer you a studio apartment in Petrovac near the sea (not uphill!).
