I was in Budva last July. We had breakfast and dinner. We dined at the sea restaurant "JADRAN" on the embankment. Very tasty cuisine. Portions are huge. You can safely divide the portion in half. I completely agree with Masyanya. I rested in Budva in August last year, ate on my own. Many dishes can be safely taken for two, for example, splash on kaymak-meat dish - 12 euros, risotto with seafood 500 gr - 10 euros, in fast foods from 5-7 euros, if I'm not mistaken. And by the way, these are far from our fasts, they have them at restaurants and, accordingly, meat and vegetables from there. Very tasty ice cream.
