It is better to go to Kotor by boat from Budva (18e), for sure! with a visit to the Blue Grotto. Just do not return by boat, stay in Kotor longer. You will return in the evening by bus-2.5e. Try to go to Zabljak west of Dormitor, but it’s difficult to go there on your own because of the decent distance, except perhaps with an overnight stay. Or a tour of the canyons, or rafting. Railway communication is poorly developed. There are two directions Bar-Podgorica-Belgrade and Podgorica-Niksic. Train tickets are very cheap, north of Podgorica the road is fabulous in beauty.
