Maybe with a small child it is better on an airplane! Visa-free countries, save on visas, the child should be free if on your knees. The flight is small. You can take a charter. And it's safer on a plane than on a serpentine car.

Montenegro has a very steep serpentine and roads, it is very difficult for unaccustomed people to drive and warm up with other cars and buses. It will be easier and, believe me, cheaper by air.
