Definitely Croatia, the service is better there, there are more sights, the sea is fabulous for good reason, almost all Croatian beaches have a blue flag. And Montenegro, for me, is Crimea and no more (again, this is my personal opinion)

The beaches there are pebbly, the nature is more beautiful than in Croatia and the prices are a little cheaper. And the biggest minus of Croatia is the cement beaches and the descent into the water along the iron ladder. My personal view on all this. In any case, I recommend going to Montenegro from there, take an excursion to Croatia and if you like Croatia, the next vacation will be wonderfully planned. Good luck.

We had a sea of ​​​​excursions - you can go to the same Croatia, but I would recommend a sightseeing tour along the coast, Kotor, Bar - the old town, Cetinje - a city very high in the mountains and there is a monastery there - it's like excursions. And it's better to live in Budva - there are a lot of entertainments and to St. Stephen's island (there is the most beautiful beach) 10 minutes by bus and take a walk in the park, listen to the cockades :)
Well, one more plus - the people are friendly, and the prices are very reasonable for everything. 2 weeks was not enough for me in Montenegro :) And by the way, about Ulcinj - I would not recommend it - it's far from civilization - all excursions from Budva start (although of course they will come to Ulcinj for you) and there is no entertainment there. And you yourself say Albania is close. We had excursions to Albania, I did not go, but those who traveled did not like it.
Well, and in addition - in our group there were newlyweds - we went on all the excursions, we were very satisfied :) In general, I am for Montenegro :)

Were with a friend in Croatia, in the city of Porec (Northern Dalmatia). And imagine falling in love with this country :-))) Coniferous forest, turquoise water, air - you can't breathe. The hotel was located (by the way, "Valamar Kristal 3* is highly recommended, look at the reviews) 20 minutes from the city. The town looks like a little Prague, everything is civilized, stylish shops, small restaurants, so cozy, the cuisine is incomparable - grilled squids are just super, everything is delicious, the portions are huge. We also got to the city carnival. The guide said not to be afraid to walk in the evening, because it is safe. It's true - they returned to the hotel at one in the morning. There are few Russians in Porec, Ukrainians, unlike Montenegro. There "Mostly Austrians have a rest. We went on an excursion to Plitvice Lakes - it's a paradise!!! I have never seen such a virgin nature!!!! They say that it is very beautiful in Dubrovnik - but the rest will be more expensive there. From Poreč there is an excursion to Italy, but if you have a Schengen. I will definitely come back to Croatia! But I will also go to Montenegro in September, then I will have something to compare with. But, definitely, you need to go to Croatia.

Before Croatia were 5 days in Montenegro, as the tickets were through Tivat. Montenegro, namely Budva, is not suitable for a beach holiday. The sea is cold in July. Budva is like a seal rookery on the beach. In Montenegro, only mountains are beautiful. I have never seen such beautiful ones, but you can only see them if you go on an excursion. Rest on a yacht is a fairy tale, you can stop when and where you want, stop on the island you like and see the medieval city. And it will not be so much more expensive, just rest on the beach, but there are many opportunities.

I read the previous reviews, as a person who visited both there and there almost at the same time: There are many more attractions in Croatia, but the truth is they are scattered over the islands (Dubrovnik, Korcula, Hvar is what we visited). In Montenegro, of the castles, only Kotor, which is tiny and mountains (this is a big plus). Regarding the beaches: there are also pebble beaches in Croatia (take the town of Bol for example)
