September the second half (this is from my experience, as there are many times less people, the sea is warm and there are no problems with renting a house. We bought tickets from Kyiv from 45 to 80 euros one way, as luck would have it. We rented apartments in the center of Budva. But here you need to really neatly because there are options for scammers like photos alone and on the spot you get terrible conditions (so friends are lucky) we shot for several years in a row with some people and there were no questions. If you don't like it, turn around and go looking for the place is always full of options.

We flew at the end of June on our own. They won nothing in terms of money, compared to a package tour, but gained the freedom to choose their place of residence and the pace of their vacation. Rested a few years ago in Rafailovichi (near Budva) at Villa Maja 3 *.
I looked at the tour operator "Orbita" at this villa for the cost of a package tour for 2 people for a week (09/06-09/13/21), without food - 18 thousand UAH (without travel agency discounts).
I calculated if you buy everything yourself:
- air 6.5 thousand UAH. for one (UIA charter), multiply by 2 people = 13 thousand UAH (I didn’t find cheaper air tickets)
- housing / room in Rafailovichi with a normal rating on Booking starts from 7 thousand UAH (I didn’t find this particular villa)
13 + 7 = 20 thousand UAH. Another plus is insurance for two, and plus a round-trip transfer.
Bottom line: it's more expensive on its own.
PS: A week and a half, as we returned from a holiday in Croatia - everyone independently booked and rented a car for the entire period of rest. We didn’t regret it at all: in our case, we saved on airfare and rental housing, but took a car and visited interesting beautiful places. It turned out an active holiday and the sea / beach.

Now it makes no sense to go to Montenegro at all. There is now nowhere for an apple to fall and the beaches remind me of our Crimea in the good old days, where towels were settled in the aisles, and even those ended quickly. Municipal narrow beaches are not able to give all visitors a comfortable distance. And what is going on in the evening on the embankment, in cafes and restaurants .... Solid pandemonium .... There are a lot of Serbs, who are clearly preferred when serving in restaurants ... And not only there. Ours are everywhere in priority, which we somehow didn’t pay much attention to, but in the end we got it. It is difficult to get high from such a holiday. Well, the prices are not ice for both housing and air. For housing, many owners, especially during this period, announce the cost not per room, but per bed, from 11 euros per person in a room far away from the sea with so-so conditions. Therefore, I announced the period - the second half of September.

Guys, as a person who since 2010 has been going on vacation ONLY on his own, I said and I will say it again. Solo travel is NOT about saving! Independent tourism is first of all freedom and comfort.
If you are considering a vacation in terms of benefits, it is often more reasonable to take a tour package.

ollennka, self-tour justifies itself if you go for a month or more. Then there are options and tickets to catch cheaper and housing for a month at a normal price to rent. Well, freedom of course, this is not a hotel option. But Montenegro is a very specific country in this regard and there is a very similar vacation option with our local one (in the season it’s just as difficult to find normal housing, in principle, but at reasonable prices it’s not available at all in the season), fly only by charter, because otherwise it’s very expensive. Hotels (namely serviced hotels, and not what is usually offered there from private traders), in my opinion, are unreasonably expensive. Apartments or rooms with the owners are of course cheaper, but you can forget about the service in the form of cleaning and so on. The stars assigned to these mini hotels do not correspond to the level at all. All these things need to be understood. But the most beautiful nature and delicious food, and if not during the period of pandemonium, then Montenegro is beautiful. You just need to know these moments so as not to spoil your vacation.

Let's be realistic. How many of us go on vacation for a month or more? Personally, I have never had a vacation longer than 18 days in my life. But whoever has such a vacation is, of course, more profitable by self-tour.

For example, before Covid-19 in Spain (Alicante), we booked a villa with friends (their child needed to be constantly near the sea and a certain climate) and relatives for 5 months (from April to August) and rested there at different times, very it was very beneficial. They planned who would rest there when and divided the payment accordingly. So the children (all of us) with their grandmothers lived there almost all summer, and we (working parents) flew in whenever possible. The rest was great, especially for children with grandmothers. But if it’s on the topic which is more profitable and precisely taking into account Montenegro and based on the fact that the average vacation is 7-10-14 days, then the tour is certainly more profitable.
