You can walk to the bus station and look there. where do the buses go. But still I recommend taking a ride on an excursion to Skadar Lake (25 euros) and the Bay of Kotor (approximately 30-35 euros). In Bokeh, I recommend taking a boat trip from Budva with Marco and Mirko - very beautiful! We ourselves went last year on regular buses to Bar, Kotor, Herceg Novi, Petrovac, Tivat (by the way, Tivat is Porto Montenegro - I highly recommend it !!). On the island of St. Stephen you can ride on your own. Buses run regularly and at very short intervals. The fare is 1.5 euros (we rested with my son in Budva in 2012) for 1 person one way. There is a very nice park. As far as I remember, there were also buses to Kotor. The Old City is very beautiful.

If you are 4 people, take a car with an engine of at least 1.4 (preferably 1.6), this is an essential moment on mountain roads. On the first day, slowly and without strain, you can see Kator, Perast, Herceg Novii Dubrovnik (Croatia).
the second day is Cetinje and Lovchev (necessarily, through the village of Negushi). On the 3rd day, Petrovac and Skadar Lake! Canyon and Ostrog, it is better to visit with an excursion, far and stressful, better and more comfortable by bus.

IMHO, you can ride around Montenegro on your own in cities and places, but if you are interested in EXCURSIONS, then you should contact the travel agency. Rent a car + gasoline will come out for the same money. And with a guide and informative and raki you can grunt :))
