The distances are small, but the speeds are small - everywhere there are mountains, you can hardly overtake anywhere. There are few places where you can drive more than 60. Especially when it comes to the coast. Dubrovnik is without visas, but in a public bus CAN (which is unlikely to ask for the so-called "white cardboard", if you are on a tour, then no one will stutter for sure). They ask him EXTREMELY rarely, but if you have normal owners who pay taxes (ha ha), then no problem. If you pay a city tax, then you must do it. If not, don't worry too much.
It is normal to use public transport along the coast, but inland it is so-so. Dubrovnik, if I were you, I would take a tour - they are for a day, so for 50 euros. And if Zabljak or canyons, then I wouldn’t go without an overnight stay. It is very beautiful and cool in Zabljak - in the middle of the trip, relaxing in the mountains with birch trees and mountain rivers is the very thing. There is also rafting, not extreme. Piva Canyon - highly recommend! Buses run exactly from Niksic. You can get there from the bay, but I don’t know exactly how)

They also go from Podgorica to Zabljak for sure. Excursions cost no more than 50 euros - the most expensive Dubrovnik. You don't need any excursions along the coast for sure. Travel yourself. I don’t really recommend Skadar Lake, as the landscapes are very Russian! Although the fish are big there ;-)
In the bay, visit the islands with monasteries (I don’t remember the names). Do it yourself - from Perast, literally 200m from the highway - a pier with boats, where for 5 euros in both directions they are thrown onto the island. Time is given at least 30-40 minutes. "Your" boatman runs back there all day, so he can take you back in any of his walkers. It will not arrive earlier than in 30-40 minutes. We swam until 7 pm. Canyons Moraca (you will see so if you go along the road from Podgorica towards Zabljak, since the road was built in the canyon itself) and Tara (bridge and views) are so-so. Long drive, little to see. Zabljak is 20 km from this bridge. Not everyone carries excursions, if they do, then 1 day is all tiring and you won’t really see anything. If you spend the night in Zabljak, you will have time to see everything yourself. In Zabljak there are several tourist information booths - housing will quickly ring out there and you will settle. They settle normally for a day, but in general there are a lot of people!

Cetinje is not worth it, Lovcen is so-so. Kotor (bay) is good, you can do it yourself, including by water. Herceg Novi is not worth it on purpose, but if you get off the bus on the return line from Dubrovnik, then it’s fine. You can even spend the night once))) Well, without moving out of the main housing, find in G. Novi some kind of shack for the night without things. We've done this a few times and it's very convenient. You lose 10 euros per person, the same as for any transfers (car, bus, gasoline), but you save time!
