We drove ourselves by car, I don’t know how suitable it is for you, but I think that even for one day the price will be less than the tour. If you are in Zabljak on an individual excursion, do not take the time to get to the Tara canyon - this is another 20 km to the north. The highest bridge in Montenegro, over the river gorge, stunning views - especially from the far end of the bridge. Don't waste your time. Although half of the road there from Zabljak is a serpentine, but not terrible.

From Budva by bus to Podgorica, and from there, also by bus to Zabljak. There are no direct flights. See in a personal, gave a link with schedules, read. There is a lot of housing in Zabljak itself, 10 euros per person is the norm. You can find for 7-8. This is a private sector, there are booths with information for tourists and they just give the contacts of private traders, call the owners in front of you. For free.
