There is no such thing, as for me, and not even. From the beaches - near Budva, Tresteno, Ploche are good (behind Yaz, buses and taxis go there - about 6-9 euros one way), Kamenovo is still not bad (towards St. Stephen, through the tunnel behind Rafailovichi). Slavyansky beach and Mogren are really crowded, Slavyansky is also terribly dirty thanks to a bunch of tourists. In general, I advise you to walk along the coast. If you go through the tunnel to Becici, you can find a couple of secluded beaches (there the stairs go to the side and there are inscriptions)

There are few people in Budva now, so there will be no problems with the beach, in the direction of Becici there is Kairos beach with soft sunbeds, Azzuro near the Tropico restaurant, Mogren or drive to Yaz or Trsteno. Also for 3 euros by boat you can sail to the island of St. Nikola, it is calm and good there. As for food...Montenegrins know our small appetites compared to theirs, so it's quite possible to order one serving for two. Have a good rest in a wonderful country!
