I won't answer all your questions, but I'll be happy to answer some :)
entrance to the beaches is free, 2 sunbeds and an umbrella for 1 day 8 euros
to eat - applied per day 20 euros per person (but less can be)
there are a lot of fast foods near the beaches Chinese, hot dogs, etc., the cost for every taste
seafood is expensive - fishermen bring a fresh catch to the shore for 8 euros per kg, in restaurants - 2-3 times more expensive

tours:
on the Bokko-Kotor inlet, in Tivat.
it is easy to walk to St. Stephen by sea (along the coastline) in 20-25 minutes. But they are not allowed on the island itself

what to advise you, as visiting Montenegro for the first time - just that you discard all complexes and prejudices: Montenegro is a very simple country, with a very understandable mentality for us, in terms of respect for people who work and earn with their labor. The land means as much to them as it does to us. But there is also a significant difference - they are highlanders and have always lived from what the sea gave. Hence a lot of their ideas about human relationships.
Everything is arranged in Montenegro without tricks: the cuisine is based on cereals, meat, fish and vegetables. First, second and compote. Entertainment is also far from Thailand - but ordinary discos, concerts, excursions.
The main thing is not to count on some exotic or something unusual there.

In Montenegro, all beaches are free. Pay only for sunbeds.
I can advise a wonderful beach near Budva - Trsten. Buses go to it. This is a fairly large lagoon with azure water, it is shallow there, which is good for children and playing in the water, there are 2 large pontoons, music, restaurants. Entrance is free. For sunbeds and umbrellas on the pontoon paid 15 euros. the beach is cheaper.
Of the restaurants I can offer Tropicana - on the beach. It is easy to recognize by the torches in the sand. There is good service and awesome fish (I recommend trying the dorado). Another excellent restaurant is Zlati Bor. It is hidden among the streets. Turn from the Jadransky road towards the kangaroo. Go a little further. Very tasty lamb is prepared there.
Prices at the level of Kyiv restaurants. our bill came out big - we took cocktails, and they are expensive, around 7-10 euros apiece.

I was in Budva several years ago, so I won’t tell you the prices, but I remember that the entrance to Mogren Beach was paid. In Budva, the beaches are free, but they are dirty. We went to St. Stefan - it's free and great, but you have to pay 1 euro for the bus (from Budva to Stefan) .. it's far on foot, it's hot - it's not necessary at all :)
Of the interesting places - we went to the mountains to Lovcheg and Cetinje - very extreme (as for me) - the mountain roads are narrow and when the bus backed up (I had to let someone through) I almost died .... but I didn’t regret it - there is Pts places are high there - as if you are floating in the clouds when you look at the mountain city from there. But I haven’t been to Kotor and I regret it. The pictures are awesome - I highly recommend you go there :)
From restaurants - in Budva in the old town there is a fish restaurant in which you have to choose a live fish from a basket and they will cook it for you - great! I recommend!...sorry I don’t remember the name - something with the word fish :) And in the same place in the old town - it’s even just a cafe called Chicken there I advise a specialty - a huge dish with various types of meat ... I have never had so many different ate well and + salad. There is a yield of 1 kg, we asked to halve it and ... we ate it anyway (sorry) :)
+ I have a review about Montenegro - read it

amakhovskiy, always happy to help) if you go without children, I can offer to rent a scooter and ride along the coast - there are a lot of beautiful beaches. I can suggest some with their location.
As for excursions, I can immediately say that there are a lot of them in churches. But there is also such a moment that you can go to Rafting and see almost all of Montenegro in one day - there is a way through the mountains, so))) It is interesting in Boka Kotorska.
And another piece of advice. Montenegrins are very nice people. If it’s good for them, they will reciprocate. There, no one finds fault on the streets and does not stick. Very calm. There is almost no crime))) They also smoke a lot there. Even in stores - so do not be surprised.
Very tasty Niksicko beer. half a liter less than a euro in my opinion.
Travel between towns along the coast within 5 euros.
Excursions can be bought from Vladimir on the promenade or Miki. The latter can drive himself.

aquarel, the first time I was in 2008, Mogren was also paid, and then they decided that all beaches should be free, they are all state-owned and the entrance is free, there is a fee for sunbeds and umbrellas.

Good afternoon!
1. We were on the beach near the Alexander Hotel. The cost of a sunbed and an umbrella (it is made permanently from straw) and this is not very convenient, so I had to constantly look for shade. The cost of this service is 5 euros per person! In the morning, the sea is clean, but by lunchtime, for reasons that are not clear to us, it became dirty (algae, paper, cigarettes, and other garbage), so cleaners appeared with cages who tried to put things in order!
2. The cost of a lunch (such as a business lunch) is 5 euros, but if you prefer a "normal" lunch, then it will cost you about 15 euros per person.
3. The cost of fast food is from 1.5 euros to 5 euros, depending on what you buy.
4. I recommend choosing a restaurant based only on your likes and feelings, because these establishments are almost all the same there, both in terms of prices and service!
6. I recommend you rent a car (for 3 days). The cost of a car is 60 euros per day, if you are 4 people, then the savings will be significant. From excursions I recommend Kotor, Herceg Novi, Perast, Dubrovnik (Croatia). It's all one "branch" and you can see everything slowly in one day! I can also recommend excursions by car if you choose this option.

9. I recommend not to fill your head with reviews about Montenegro, because in my opinion there are a lot of crap! This applies to impressions and excursions and everything else!

I had a family vacation in the spring of 2015 in Budva, the apartment (as it was presented) was unpleasantly surprised by its simplicity. But after a few days I really liked it. The sea is already warm and clean in May, there are no people on the beach, there is no fuss.
Food 3-5 euros per person for 1 time, there are canteens 3.5 euros - first, second and compote (so-called). We rented a car, a convertible for 50 euros, went to Podgorica. There are 20 euros each, a regular Hyundai Getz. I liked the rest very much. It makes no sense to compare with Egypt - a completely different atmosphere. I advise you to go. The people are very kind and welcoming. And yet, the beer is not very expensive, the cheapest is 1.6 euros for 2 liters, to taste - Chernihiv. And yet, I forgot - the old city is definitely worth a visit.
