I'm not in Montenegro, but as far as I know, the restrictions only apply to indoor cafes. And in summer, most cafes and restaurants have outdoor terraces. In Montenegro, there are a lot of housing with a kitchen (apartments). If you take apartments, then in any case you will not stay hungry.
