Tickets can be bought without problems in Kyiv in the company "E-travels". They sell for air (charters) and buses. You book on the site and on the same day or the next you buy from them in the office. We bought 3 tickets to Montenegro for August for 3200 UAH (round trip, per person) without any problems! Departure from Zhulyan. We booked the hotel on Booking.com, bought tickets here, no visa needed :), bought insurance and that's it!!!
