For example, you can get on the most impressive excursion, rafting on the Tara River, only with an excursion, since even with a car it is problematic to find a place where rafting itself starts from, and it is not clear where to look for organizers there. The canyon tour is great too. Here, either by car or with a guided tour. Take only with Zabljak and lakes, there is a shortened version, up to the bridge over the Tara. The tour is difficult, a lot of crossings but the impressions are worth it! It is better to take a seat on the bus on the right side.
The Bay of Kotor is best viewed from a boat that departs from Budva in the morning. Tickets can be purchased upon boarding. You will see the whole coast and the whole bay. The beauty!!! We ourselves went to the Bar. A bus runs from the bus station in Budva to Bar about once every half an hour. We arrived there, took a taxi to the old town - it's not far (I remember that it was not much more expensive than public transport). It's beautiful there - the ruins of the old city, amazing views of the mountains, you can take cool photos! Then we looked at the olive grove (this is on the way), then we walked around the Bar and already reached the bus station by bus and returned back to Budva. I liked this option - it turned out economically enough and there is no time limit.

We sailed the entire coast of Montenegro on pleasure boats. A lot of impressions! True, it is very far to swim to the Boka - Kotorska inlet, about 3 hours one way. When we sailed, it was a little stormy, many people were very rocked. So keep that in mind. And so, you can take a minibus to any town in Montenegro and take a walk. The fare costs 2-3 euros. But in the mountains, on Skadar Lake (a very beautiful excursion !!!), rafting is of course better to go with an excursion! Have a nice rest!

I advise you, in addition to an excursion to the Bay of Kotor, to go to Kotor yourself. Excursions are mainly built in this way: Budva - Tivat - Herceg Novi - Blue Cave - the island of Our Lady on the reefs - Kotor. All this without lunch, in the end, you come to Kotor already tired and hungry. A sightseeing tour of the city takes 15-20 minutes, and then they give forty minutes of free time, and you have to decide whether to sit in a cafe for lunch or wander around Kotor hungry. We chose the second one, but 1 hour in Kotor is catastrophically short!!! To wander around Kotor, climb the fortress, which offers a beautiful view of the bay, you need at least half a day. From Kotor you can go to Perast (minibuses run), and from Perast you can go by boat to two islets. Beauty is amazing.
