If the applicant has not visited the country whose visa he is applying for at least once in the last two years, then he is unlikely to be issued a "multiple entry visa".
Estonians, Latvians, and Lithuanians issue SINGLE-ENTRY visas to Ukrainians without any problems, provided that travel and accommodation are paid in advance. I can add personal experience to Khatinka's story: the Latvian embassy accepted my documents, but demanded that I come for a passport with confirmation of the full prepayment of the accommodation instead of booking. My favorite Estonian consulate, in the "high season" (in the summer and before the New Year holidays) accepts docks only through "Pony", which is officially announced on the first page of its website. The exception is students with pensioners, and relatives of citizens of the Republic of Estonia:(
Our "Pony" had two "jambs":
1) An incomplete package of documents is submitted, some of which may simply be removed from your folder, considered "unnecessary" (for example, "travel plan");

Great trip! We were not disappointed, but had a great time - light frost, light snow, beautiful architecture, cozy restaurants, friendly people. The flight is as short as I have ever had. Everything was great, but such a trip is good exactly as we did - for 2-3 days, there is nothing to do longer in Vilnius itself.
