And how old are the children? There are general rules for taking children abroad, read them. Translation of the certificate ..... I will not approve, but I have not heard at all that such a thing would be demanded somewhere. A notarized export permit up to a certain age is yes.

No, if the children and parents are citizens of the Russian Federation, then when leaving the children with one of the parents, documentary permission from the other parent is not required.
Our border guards definitely do not need a notarized translation of a birth certificate. But I think it will not be superfluous in India. When you made visas, did you still draw up a translation of the certificate? That is, the paper itself remained on hand, no additional hassle is required.

In India, the birth certificate of children is not needed at all if the child has a separate passport. At Vnukovo airport, you don’t need a certificate either if the mother (father) has the same last name and (the parent) has a Russian passport with a child entered there. Well, of course, the child is abroad.
