Goa will be warm and without rain in November and the further south the better, I recommend southern Goa. Sri Lanka is also good weather, the sea is the ocean, it is better to choose Hikkaduwa or Dikvella, in the first case, the reef protects from the waves in another lagoon. Tai, especially Phuket and Krabi, may not be heavy rains yet, but they do not start a holiday. It's Chang and Pattaya's season. The sea in Phuket and Krabi will be great. China Hainan will be cool in November and the sky will be cloudy for most hours, the water will be around 25 degrees. He was not in Qatar. So I recommend Tai, then Sri Lanka, Goa.
