In northern Goa, I liked Arambol beach the most. If a budget hotel, then take the cheapest one and don’t worry. Please note (if the proximity of the sea is important to you) that there are hotels far 2-4 km from the sea - read the reviews. Taxi is cheap - we traveled in a company from Bagi to Arambol for 300 rubles round trip - you can relax on different beaches every day. Take the same thing - you will travel even cheaper.
